Rules & Dates—2006 season

Dates:

1st Supplemental Draft: Starts May 1st (Monday)

2nd Supplemental Draft: Draft order is set by the update of July 7th.  The draft begins Monday July 10th.

Trading deadline: August 15th (11:59 PM.)

Set Roster:  September 15th (11:59 PM.)

Rules:

1st supplemental draft is 2 rounds "snaking" in reverse order of the original draft (Bill, Don, Mike, Walter, Tom, Joe, Ron, Casey, Garritys, Terry, Terry, Garritys, etc.) 

 2nd supplemental draft is 1 round in reverse order of the standings as of July 7th.  Any ties will be settled by a coin flip. 

 Procedures for both supplemental drafts:  Make your pick by posting it on the message board.  You have 24 hours from the time of the previous posting to make your pick.  If the person before you does not post a pick within his time, you are free to pick (and encouraged to do so to keep the draft moving.)  Someone missing a time limit has not lost his pick—make it whenever you can.  Try to give a phone call to the person following you when you have made your pick.  

            If you run into computer trouble, call Tom at (xxx)xxx-xxxx with your pick (or anyone who can post it for you) and then definitely phone the next person.  Try to keep a close eye on things since several picks can be made in a day.  

            If you will be away and out of touch, please let us know since people might be trying to contact you about a trade that is time-sensitive based on a draft pick.  The commissioner or anyone else can help you make your pickleave a list in advance.

 Eligibility:  In both supplemental drafts, a player must have played 20% or more of his games in the current season at a position to be eligible there.  Note that the web site designations don’t always match this requirement—don't go by them.  

            The 20% limit applies to DH's as well.  If a DH does not hit the 20% limit at any position in the field, then he is a first baseman.  (If a DH does reach the 20% limit for a position other than 1st  but does NOT reach the 20% limit as a 1st baseman, do his DH games still make him eligible as a 1st baseman too???).

 Pitchers:  Regardless of how he is drafted, once a pitcher starts 15 games he automatically beomes a starter.  If a pitcher has not started 15 games AND has more than 5 more relief appearance than starts, be becomes a reliever.  A pitcher who does not fit either case remains where he was drafted (starter or reliever.)  Any automatic changes these rules would cause will only be made before teh rosters are set; after Sept. 15 a pitcher stays where he is regardless of these rules.

 Final Roster:  Minimum at bats or innings pitched do not apply this year.  By Sept. 15th you can pick your roster or it will be frozen as the computer picked the starters on that day if you didn't request anything different.  No more changes will be made.  The final standings are determined by the end of the regular season stats for your Sept 15th starting lineup.  Playoff stats do not count but regular season make-up games do.

 Trades:  Try to respond to all serious trade inquiries; good communication is important to fair trading!

            Once two (or more) teams have agreed to a deal, post it on the message board (but be sure everyone has agreed that it is a final deal.)  Draft picks may be traded.  It is assumed that everyone will try in good faith to advance his own team and look out for his own interests in a deal.  

            The commissioner does have the power to veto a trade especially if collusion is evident (but potentially for other reasons, too).  Someone should post an objection soon after a trade if he expects the commissioner to consider a veto.  In such a case, the owners involved will get a chance to make an explanation.

 WHIP (walks plus hits per inning pitched)  This now counts as a half point category for all pitchers.  It is weighted according to innings pitched.
